Adoption of the 2026 Budget and the 2026-2027-2028 Three-Year Capital Expenditure Program
At its special meeting on December 15, the City Council of Notre-Dame-de-l’Île-Perrot adopted the 2026 budget and the 2026-2027-2028 three-year capital expenditure plan.
Despite a significant increase in fixed expenses, infrastructure maintenance costs, and construction work, the City is able to present a balanced budget and maintain one of the lowest tax rates in the sector while preserving the community life and quality of life so dear to the residents of Notre-Dame-de-l'Île-Perrot.
Like all municipalities, the City of NDIP has had to cope with considerable cost increases in recent years. According to a study by the Union des municipalités du Québec (UMQ), in ten years, the costs of building one kilometer of water and sewer lines have increased by 51% and 88%, respectively, due to rising material and labor costs, as well as applicable government requirements. At the same time, municipalities must also contend with reduced government subsidies and increasingly long project approval times.
In light of this situation, the City has decided to create contingency funds for drinking water and wastewater infrastructure in order to continue maintaining its networks. An amount of $100 will be added to the 2026 rates to accumulate, over the years, the funds that will enable the City to meet costs and limit financing through borrowing by-laws. Service rates, which are based on actual costs, will increase by $13 in 2026.
The property tax rate will increase from $0.4650 to $0.4836 per $100 of assessed value in 2026, for a 4.0% increase. For an average home valued at $673,200, this represents an increase of $238, or less than $20 per month.
The overall tax increase is therefore 5.93%.
To balance the 2026 budget, elected officials had to make choices, always keeping in mind the well-being of citizens, quality of life, and the balance between protecting the natural environment and meeting financial commitments.
